
Theresa Barry
Clinical Terminology Architecture Lead and part of the Chief Data and Analytics team in T&T, HSE
Theresa is the Lead for Data & Terminology Services within HSE Technology & Transformation, specialising in SNOMED CT and the HSE Data Dictionary. She represents Ireland internationally as the Member Forum Chair for SNOMED International and actively contributes to the global SNOMED community, ensuring Irish requirements are reflected in international standards.

Her work focuses on enabling Ireland’s health system to leverage consistent, high‑quality data standards that support safer, interoperable digital healthcare. She advises and collaborates with HIQA and the Department of Health on the national SNOMED agenda.

Theresa also leads the National HSE Data Dictionary, ensuring datasets are standardised for effective use across eHealth solutions. She is deeply engaged in European and international best practice, serving as a member of the eHealth Network semantics group (myHealth@EU), the semantic taskforce, and ISO NSAI.
Her leadership includes chairing the Hospital Discharge Report subgroup on semantics, whose work was formally adopted in Brussels in November 2023, and co‑chairing the SNOMED International Member Forum from 2021–2023.
